MNsure leader leaving at a delicate time for the exchange

MNsure will soon have its third chief executive in less than two years. Scott Leitz will resign at the end of the month as CEO of Minnesota's health insurance exchange.

He took over in 2013 after MNsure's first executive director resigned amid a troubled rollout. Many say he guided MNsure to greater stability. But his exit comes as the Legislature debates the exchange's future.

MPR's Cathy Wurzer spoke about MNsure's leadership with Jim Schowalter, president and CEO of the Minnesota Council of Health Plans, a group representing health insurers in the state.
